§ 2.36.080. Promulgation of rules and procedures.

The purchasing agent shall establish policies and procedures for the functioning of the purchasing division:

A.

The purchasing agent shall prepare a purchasing policy which sets forth the rules and regulations for the administration of this chapter. Upon approval by the board and filing of a copy of the purchasing policy with the office of the purchasing agent, the rules and regulations contained in the policy shall have the same force and effect as the provisions of this chapter. A copy of the purchasing policy shall be available in the office of the purchasing agent and shall be open to the public for inspection during regular business hours.

B.

The purchasing policy shall include such rules and regulations as are necessary to implement the provisions of this chapter, including, but not limited to, the procedures for the solicitation and award of competitive bids for personal property.

C.

All provisions of the purchasing policy shall be subject to modification by the board of supervisors through the adoption of a resolution.
