For the purpose of establishing proper regulations for building construction, repair,
and maintenance of hotels, motels, apartment houses and dwellings as referenced in Division 13 of Part I of the California Health and Safety Code, Subchapter 1 of Chapter 1, Division
1, Title 25 of the California Code of Regulations (hereafter referred to as "state
housing code") is adopted and made a part of this code by reference.
