§ 12.28.010. Findings—Purpose of provisions.

    The purpose of this chapter is to establish a time limit for mooring or docking of a vessel to the county-owned boat dock at the Cuttings Wharf Boat Launching Facility located at the south end of Cuttings Wharf Road approximately 3.8 miles south of the intersection of Cuttings Wharf Road and Highways 12 and 121. The board of supervisors finds that it is in the best interest of the public health, safety and welfare to limit the amount of time any one boat or vessel can dock or moor to the county-owed dock on the Napa River so that as many people as possible may safely use the dock to facilitate the launching of their vessels into the water, and also to remove the vessels from the water and load them onto their respective trailers.

    B.

    The board further finds that there has been a recent problem of vessels mooring to the dock for extended periods of time, and unreasonably preventing the use of the dock by other members of the public.

    C.

    The board finds that it is in the best interest of the citizens of the county to institute a time limit so that the greatest number of persons possible have access to the dock.

    D.

    The board finds that a time limit of thirty minutes is adequate for the temporary mooring of any boat or vessel to the dock for the purpose of loading or unloading.
