Pursuant to Vehicle Code Section 40200 et seq., as last amended by Statutes 1993,
Chapter 1093, any violation of a regulation that is not a misdemeanor governing the
standing or parking of a vehicle, or an equipment or registration violation, under
any state or federal statute or regulation or any county ordinance, is no longer a
criminal offense but is instead a civil violation subject to a civil penalty, administrative
review procedures, and enforcement by impounding, immobilizing, registration holds,
civil judgment, or combinations of the above.
